This week, Manitoba held another round of invitations for skilled workers outside of Canada to apply for a provincial nomination.
Candidates were invited by the Manitoba Provincial Nominee Program (MPNP) based on their skilled work experience, candidate ranking scores, and participation in special initiatives.
MPNP draw results
On May 29, the MPNP held a draw under its Skilled Worker Overseas stream, issuing 30 Letters of Advice to Apply (LAAs) to candidates who can apply for provincial nomination.

Of the 30 LAAs issued in this draw, five were issued to candidates who also had an active Express Entry profile and a job seeker validation code.
The MPNP advises that if a candidate had a score higher than the cut-off for this draw, but did not receive an LAA, it may be because:
Strategic recruitment initiatives are special employer-led processes that allow employers in Manitoba to nominate foreign individuals who have work experience and critical skills that are in short supply in the province.
These initiatives allow employers to fill persistent labor gaps while also allowing foreign nationals the opportunity to gain permanent residence (PR).
The MPNP so far in 2025
Like all other PNPs, the MPNP has seen its provincial nomination allocation halved compared to previous years—a consequence downstream of Immigration, Refugees and Citizenship Canada’s (IRCC’s) decision to halve the cumulative landings targets for PNPs in 2025.
This year, the MPNP’s provincial allocation is 4,750 nomination spots. Based on monthly data available on the MPNPs website, it has already issued 1,840 nominations thus far in 2025.
This means that throughout the remaining seven months of the year, the MPNP will likely only issue 2,910 more nominations throughout the year, based on their allocation.
It should be noted, however, that some provinces have been successful in raising their provincial allocation to levels in line with previous years, through negotiations with the federal government.
