Cyprus is in a growing need of more foreign workers in the construction sector. This has pushed the Federation of Associations of Building Contractors of Cyprus (OSEOK) to call for an immediate solution to the labour shortage situation with which this industry, as among the most affected, is dealing.
OSEOK has said that the problem is intensifying and is affecting both private construction projects as well as public infrastructure, Schengen.News reports.
In addition to the construction industry, the labour shortage in Cyprus has affected sectors such as tourism, tourism and hospitality, retail, and healthcare causing damage to the country’s economy.
In spite of full employment conditions, there are not enough workers in Cyprus to meet the market demands, according to a report from the Phile News.
Economic growth, increased demand for tourism and higher investments have led to an increase in demand for workers. However, the number of available workers is declining.
OSEOK Highlights Need for a Plan to Deal With Labour Shortage
The Federation of Associations of Building Contractors of Cyprus (OSEOK) highlighted the need for comprehensive strategic planning that addresses both short-term as well as long-term challenges to which the construction industry is subject.
According to the OSEOK, among the key issues of the strategy should be:
• Acceleration of approval process for international workers.
• At present, applications take up to six months to be approved.
• Reaching bilateral agreements with countries that have a skilled workforce.
Linking education with the labour market in order to prepare the next generation of workers for the industry’s modern needs.
Reconsidering the possibility of employing asylum seekers to utilize the available workforce.
OSEOK expressed its readiness to help create a sustainable strategy that ensures the stability and development of the construction sector. OSEOK said that addressing labour shortages requires coordinated action and cooperation between the government, employers, and relevant agencies.
New Labor Decree to Boost Cyprus Workforce
In December 2024, the Labor Minister of Cyprus, Yiannis Panayiotou, issued a decree to facilitate the entry of highly qualified workers from non-EU countries. The decree also aims to make it easier for foreign workers to find jobs and give foreign students access to part-time work.
As for highly skilled professionals from countries located outside the European Union, the rules focus on industries like information as well as communication technology, the maritime sector and pharmaceutical research.
The highly skilled professionals can apply for a European Blue Card which gives them the opportunity to live and work within the European Union.
