Canada Caregivers work experience requirement rules modified

Foreigners who applied for the Caregivers programs to settle permanently in Canada now have another chance to realize their dream.

Canada’s Home Child Care Provider Pilot and the Home Support Worker Pilot ended on June 17, 2024.

However, on June 16, IRCC modified the rules to accommodate those who might have missed the work experience requirements.


These changes are now in effect and apply to all applications being processed and the Candian government is processing the applications received on or before June 16.

The Home Child Care Provider Pilot and Home Support Worker Pilot are two economic pilot programs for foreign national caregivers who have a qualifying job offer or Canadian work experience for work in an eligible caregiver occupation and meet minimum education and language proficiency requirements.

Rules of Pilots Programs: Modified on June 16, 2024.

  • You only need 6 months of work experience, instead of 12, to qualify.
  • For the Gaining experience category, IRCC will accept eligible work experience from inside or outside Canada and also if the experience has been gained anytime between the 36-month period before you submitted your permanent residence application and the date you provide proof of work experience
  • If you already applied to the Gaining experience category and now have enough eligible work experience, you can send the proof to IRCC.
The new rules also clarify that applicants have only one opportunity to submit their proof of work experience to IRCC for a decision on their permanent residence application. Also, these amendments will apply to pending applications.

Initial applications to the new pilots have a 12-month target processing time. A 6-month target processing time applies for finalizing an application after the caregiver submits proof that they have met the work experience requirement.

  • To reduce the work experience requirement from 12 months to 6 months
  • For the Gaining experience category, to
  • Accept work experience gained outside of Canada
  • Accept work experience gained up to 36 months before the application for permanent residence is made, as well as work experience gained between the period of application submission and the date that the applicant demonstrates having acquired the work experience
Foreign nationals in the HCCPP or HSWP are eligible for a Bridging open work permits (BOWP) if they have received a positive eligibility decision (approval in principle) on their application for permanent residence after completing their qualifying work experience.

Each pilot is to accept a maximum of 2,750 applications each calendar year. Applicants under the Home Child Care Provider or Home Support Worker pilots can apply with or without 12 months of eligible Canadian work experience.

An applicant with less than 12 months of eligible Canadian work experience must satisfy eligibility and admissibility requirements upfront such as meet the minimum language requirements, meet the minimum education requirements and have a valid job offer.
